CF Breeze has and continues to be at the forefront of commercial/residential construction and the rehabilitation and recovery of communities that suffer from natural disaster damages in the US mainland and the Caribbean.
Our company is organized specifically to provide turn-key construction and disaster response/recovery services. We strive to create, foster, and promote partnerships with local parties in the communities where we perform. We have the capability to expedite mobilization of multiple experienced teams of disaster response personnel including superintendents and project support. We’ve performed thousands of rehabilitations, elevations, and reconstructions through various disaster management programs. Our team members have worked several FEMA housing programs providing temporary/partial repair (such as the STEP Program and Shelter at Home) as well as HUD CDBG funded recovery programs providing long-term rehabilitation, reconstruction, and elevation (Louisiana Road Home, Restore Louisiana, and the Rebuild NC Program). Other past programs worked by our team members include Brooklyn Build It Back and New York Rising (Hurricane Sandy) as well as many others.

Louisiana – Shelter at Home
Description: The Louisiana Shelter-at-Home project included the restoration and renovation of 10,800 homes (enrolled and completed). The purpose of the project was to create a safe, habitable place for residents to stay while their homes were being permanently rebuilt.
Disaster: Flooding of 2016
Renovations: basic electrical, securing broken windows, repairing entrances, connecting plumbing, installation of water heaters, removal of damaged insulation in walls, and the repair of bathtubs/showers, sinks, and toilets.
Results: Our team was a top performer completing 1,350 homes, with a 98% pass rate.
Louisiana – Restore LA Program
Description: The Restore Louisiana Program includes the demolition, restoration, and renovation of 36,000 multi-family homes located throughout 51 declared parishes.
Disaster: May 2016 storm and 1,000 year flood of August 2016
Renovations: plumbing, electrical, vinyl sheathing over plywood, roofing, water heaters, metal exterior railing and stairs, hollow core interior doors, and new insulation.
Reconstruction: consist of the homeowners choosing their floor-plan according to program guidelines. The program also covers the home elevation, leveling, and shoring.
Results: We are building the most new construction for the program.
Description: The Tu Hogar Renace Program (Your Home Reborn) allowed an eligible homeowner’s primary residence to be repaired to a safe, habitable, and functional condition.
Disaster: Hurricane Maria in 2017
Repairs: roofing, windows, doors, water heaters and repairs to damaged walls.
Results: We were a top performing sub-contractor completing 1,700 houses.
The R3 program provides assistance for the repair or reconstruction of single-family homes damaged by hurricanes Irma and/or Maria. Eligible homeowners with substantial damage who are located in hazard zones (situated in a flood plain, floodway, or areas vulnerable to landslide) are offered relocation assistance to a safe dwelling.
Disaster: Hurricanes Irma & Maria in 2017
Repairs: Repair or relocation
Results: This process is ongoing.
Description: The PREPS Program (Partial Repair and Essential Power for Sheltering) supplements emergency sheltering when needs significantly exceed existing capacity. Homeowners remain in their homes and communities as they complete permanent repairs to their homes.
Disaster: Hurricane Harvey in August 2017
Repairs: temporary repairs, temporary water, and temporary power restoration
Results: CF Breeze Construction, LLC helped facilitate quickly and efficiently getting residents back into their homes
Description: The Emergency Home Repairs Virgin Islands (EHRVI) provided free repairs to eligible owner-occupied homes. It allowed individuals and families to safely shelter in their own home instead of staying in shelters, hotels, or rental properties while they wait for permanent repairs. It was administered by VIHFA, funded by FEMA Public Assistance STEP program.
Disaster: Hurricane Irma & Hurricane Maria in September 2017
Repairs: 2 components – Roof Hardening and STEP.
Results: Although CRSC came in at the end of the STEP Program we were able to complete about 50% of all the roofs done by AECOM. We were the only contractor to do 100% rebuilds for AECOM. CRSC was a top performer on the islands of St. Thomas, St. John, and St. Croix completing over 300 roof repairs / rebuilds and 145 STEP cases.
Description: The Homeowner Recovery Program provides assistance to repair, reconstruct, replace or elevate your home or reimburse you for completed repairs. You can participate even if you have received funds from other sources, though you must include that information in your application.
Disaster: Hurricanes Florence and Matthew
Repairs: repair, reconstruction, replacement, and elevation
Results: CF Breeze Recovery served as the Project Manager and Operating Leader for CRSC, LLC, a Prime Contractor. We competed 31 rehabs / 36 recons / $6,126,000
Colorado – Buckley Air Force Base
Description: Buckley Air Force Base in Colorado required the installation of 5,000 solar panels.
Disaster: N/A
Repairs: Installed 5,000 solar panels
Results:CF Breeze Construction mobilized as a 1st Tier Subcontractor to Posigen. All workers mobilized for this project obtained background check clearance to work on a United States military base.
Description: Rebuild Florida is a partnership of the Department of Commerce and the US Department of Housing and Urban Development (HUD) which approved funding to local communities for Florida’s longterm recovery efforts after the 2017 storm season.
Disaster: Hurricane Irma and Hurricane Michael
Repairs: Repairs to, reconstruction or replacement of homes, including bringing the homes into code compliance and providing resiliency for future storms. Completion of work to homes that have been partially repaired. Repair or replacement of manufactured and mobile homes.
Results: CF Breeze Construction is a contractor for the Program handling demolition, reconstruction, and/or rehabilitation, of homes throughout the State of Florida. CF Breeze also installs MHUs.

Our Luxury Homes Division focuses on building high end multi-million dollar homes in Puerto Rico. All of our luxury homes are built using ICF blocks.
What is ICF?
ICF stands for Insulated Concrete Forms It emerged after WWII and involves pouring concrete in place at the construction site. ICF is a continuous foam panel or block with an insulation value of R25+, the envelope is airtight, and the core of the wall is concrete. All of our luxury homes are built using the ReddiForm ICF block system. The ReddiForm ICF system we use offer many distinct advantages over other ICF panel / blocks, CMU blocks, or traditional wood construction. ReddiForm ICF homes are more resistant to storms and other common household problems found in wood construction such as mold and pests. Best of all our ICF homes can be engineered to offer up to an R40 insulation value.
